I've made a hard reset to XZ, after this phone was showing both of my networks, but was unable to connect - I enter password, and nothing happends. Networks have been remembered, showing in the list of wifi networks available.
In a few minutes these networks just disappear from ths list of available wifi spots.
Support team, please, tell me what to do:
- return the phone back and buy SGS7 ?
- wait few days/weeks while you guys fixing this problem (i sure this is a software bug) ?

Yes, lowering the channel to 32-64 helps.
But then I ran in another problem. There are several apple macs in my home, and they have terrible 'feature': using 802.11d to choose what wifi channels to use. And according to 802.11d in wifi networks aroud me, I located in several countries simultaneously - Taiwan, China, Russia, USA. So using channels 149-161 is preferable, because they are working in all these countries, and OSX will enable them, whatever country it will decide to use.

This happends in Russia. SIM-card (MTS network) inserted and LTE works very well.
After this question I decided to make a another test, and got a strange results.
If I insert SIM-card from another network operator (MTXC.eu) in SIM1 slot, then everything works with channels 149-161. If I insert MTXC card to SIM2, then phone shows both WiFi networks, but not connecting to them (generated bugreport https://drive.google.com/file/d/0Bwa6gfqZ0XP6N2FuMU02Ni1ZQjA/view?usp=sharing ).

I've received more information on this and there are new regulations in Russia which prevents these channels from being used there. So your phone works as it should and you need to set your access points to a lower channel in this case.

Thank for your answer, but... this is just not true 
I have checked all of our regulation documents, and found what it is allowed to use frequencies 5150-5350 MHz, 5650-5850 MHz inside of a buildings. So channels 36-64 and 132-161 must be available.

It is allowed to use these channels indoors in Russia but there are import regulations preventing us from supporting them.

I have read a lot of our documents, and found only what marine navigation equipment, what used 5510-5610 Mhz, must be certified.
If there are really exist some denial for using these channels in imported devices, then a lot of manufactures have a big problems.
I've received this information internally and i'm afraid i don't hold links or access to these kind of documents myself.
Information i got was that it's import and customs regulations that's preventing us from supporting these channels. Your Local support may be able to provide you with more information as this is country specific.
