Weird Data Message

I have a notification being displayed in my Z3 Dual. The notifications says that Restricted acces has been changed, Data Service is blocked. 

It comes from the phone app and I have no data problems with either sim or WIFI and it happens wether stamina mode os ON or OFF... so, what does this mean?

What happens if you tap on it? Did you restrict background data for any app?

Nothing happens when I click on it. And no data is restricted in any way.

Do you have any anti theft app?

No anti theft apps, but I had disabled the My Experia and Device Administrator from Device Admin in settings, enabled them and the message dissappeared.

Don't know which one caused them, but it seems that it was one of them.

Will try disabling them one at a time to check and post back later.

Enabled the Configuration Agent and haven't seen the message again, haven't had data issues yet.
