simlock counter

I don't know why i can't unlock my phone to use with other company.. my simlock counter says "0", it means that i can not add a new code...

the problem is, that i've never entered a code! so, why is that possible? 

Sony sell the phones like this? or my operator is responsable?

Before the 0,do you get [x] or [ ]?Still,if it says 0 you won't be able to insert other code.
