SnyUtils.dll needed

Hi i reinstalled windows xp and i find that my jodgial navigator and powerpanel are not working. When i try to install the power panel, it says, install Snyutils.dll first and resetup.
Could somebody please help me with Snyutils.dll file.

These files are model specific - what model Vaio do you have?

The model I have is PCG GRZ 515G.
Could SynUtils.dll file be the reason for the jogdial navigator not working as well.
