Since you have performed a factory reset and you are still experiencing this behaviour it does sound like it's related to hardware and not software. I would however recommend that you try and perform a software repair using Xperia Companion.
This is a bit different from a factory reset as the repair will reinstall the latest available software in your device, something that a factory reset does not do. Do note that all data stored on the internal storage will be deleted when performing the software repair, so it is advised that you create a backup using Xperia Companion before starting with the repair.
If you still can't activate Bluetooth or Wi-Fi after the software repair has been completed, please get in touch with your Local support team as the device will need to be examined at an authorized service centre.
