Since the OTA upgrade to Android 9 the Bluetooth Tethering fails. It can be switched on and off, and my car still sees the status of it (on or off), but although switched on, there is no internet - access possible.
Is there a fix or workaround?

I'm having similar problems on a XZ Premium trying to use Wi-Fi tethering.
Everything workedf great on oreo, then I updated to pie and it's all gone wrong.
The phone shows tethering is up and running, the other device shows a Wi-Fi connection, but no data flows.
If it was linux I would say ip.forwarding is disabled.
Ermmmmm... Sony? Any clues, suggestions??? Same here, no data flow.
Just found out:
Sony advises to use the PC-Companion-software, "software-repair"-function, which fixes the issue. However, the newly OTA security-patch (47.2.a.2.33) killed the Bleutooth-tethering ones again: Sony advises me to use the PC-Companion-software once again. I don't like this!
I think this solves our issue but I didn't buy this phone for spending evenings using repair-software. #BuggySonySoftware
I've had the same problem with my Xperia XZ1 Compact, ever since upgrade to Android Pie. Finally just tried the "software repair" in the Xperia Companion desktop app. A complete phone reset later, tethering is still broken, in the same way. 
To be explicit about my symptoms: hotspot turns on/off fine; hotspot SSID visible from my laptop; laptop connects to hotspot fine; "connected", but seemingly no internet connection.
