That could be a network restriction or an app acting up, such as an Antivirus or taskillers

Have you disabled any apps and or services?

This could be a simple Setting issue, I suggest trying the following.

Menu > Settings > More > Internet Settings > Accept Disclaimer > Choose network > Wait for installation

Once done, try using Facebook.
