It's a bit tricky to answer this before we do some troubleshooting, so let's do that together!
Have you tried holding the power button and volume down at the same time for 10 seconds? This will force the device to restart, in case the device is in a frozen state.
If you still aren't able to charge the device, press and hold the power button for 120 seconds > connect a charger to the device and charge it until you see the battery icon on the screen.
