It basically blocks some programs from running if they don't have suitable permissions.<BR /><BR />You might well say you are logged on as an administrator and you double-clicked it but that aint enough. You have to either:<BR /><BR />1) right-click and say 'Run as Administrator'<BR /><BR />or<BR /><BR />2) change the shortcut 'Advanced' properties to default to 'Run as Administrator'.<BR /><BR />Complete pain in the teets I know.
