App drawer re-arranges all my app after restart

I always choose My Own Order in the App Drawer. After Kitkat Update everytime i restart my phone all the apps changes its order and will flow into 3rd or 4th screen by default. Only the apps in first screen obeys my order. Its really frustating that everytime after restart or switch it on,have to spend few min to re-arrange it. But in 4.3 it was fine. How to fix it.

I have the same problem with my new Xperia E3. Every time I turn it on, it rearranges some of apps and it's quite annoying. I'm afraid there might be something wrong with my phone since it's doing that. Did you find a way to fix the problem since September when you posted your problem?

Now that you've mentioned it, I realised all the apps that seem to be re-arranged are stored on my SD Card. I guess that's causing the problem, although I really don't see why. What's the point of having the option to arrange the apps yourself when the phone is just going to re-arrange them all the time.
