Can't receive text messages

I have seen several other reports of this issue but not an adequate reply with a solution.

1. I can send text and MMS

2. I can make and receive calls

3. I cannot receive text or MMS.

4. I have tested this with people on the same operator network and off.

5. I have removed my sim card and restarted the phone once replaced.

Any suggestions are welcomed.

I'm having the oddly opposite issue. I can place and receive calls, receive text but cannot send text at all. "Cannot message with ATT, error 38"...

Try this

settings > Network & internet > Mobile network > Advanced > Access point names > tap on the APN > scroll down > Bearer > set it to Unspecified and also under APN Protocal set it to IPv4/IPv6
